L.A. Noire - From the Arson desk, all the way to the ending.
Housing Cartel logic - Detective Phelps is getting too close to our Housing Redevelopment Fund scheme, where we basically build cheap houses for GIs, burn them down, and keep the money from the government. Let's discredit him by exposing his infidelity, and assign him to the arson desk, where he'll have to eventually investigate the cheap houses we're burning down.
Common Sense - Shouldn't you just bump him down to traffic duty, petty theft, or some desk job?
