You probably can't rape people in this game because it's not socially accepted like killing.

Or that it makes no fucking sense in the context of the game. He wants to murder as many people as he can, he wants to commit genocide. He hates humans, I cant see why he would take a break mid murder spree to rape somebody.

Rape is a hate crime, you don't rape people you respect and love, rape is generally a power trip like killing, both often go hand in hand
