Ammo wasn't much use against regenerators in RE4 before you get the thermal scope, and even afterwards, the small/moving weak points, your slow rate of fire, and claustrophobic arenas meant they remained a threat. And then there's the Garradors, stalking you by the sound of your movements, who you had to get behind to damage.

RE4 lacked the stealthy elements of TLOU which only helped highten the tension the player feels. That and the fact that the AI was much better, makes this a very easy win. Gamers universally accept this as well as reviews and sales have shown so far.

Not being able to bypass the Garradors made them more scary, not less. The player was forced to fight them, and stealth did come into play when outmanoeuvring them, as they could hear but not see you.

In TLOU, the clickers not reacting to Ellie walking into them did deflate the fear and immersion a bit.

At least Ellie was in the equation. Ashley could be left behind in a dumbster and that would be that. Ellie at least helped you and that felt very real. Ashley was constantly being carried away while screamed.
