Order By Probability of being GOTY:

1º SPORE
2º Starcraft II
3º Super Smash Bros. Brawl
4º GTA IV
5º Metal Gear Solid 4

I doubt Starcraft 2 will be even in the top 10 review scores this year. You have to remember that reviewers are extremely harsh on games that don't change that much from their predecessors. Don't get me wrong, I don't want Starcraft 2 to reinvent the wheel. I want it to be exactly what it looks like it will be: Starcraft perfected, but reviewers don't want that. Also, Spore could be reviewed anywhere. Hyped games that have long dev cycles can get anything from 6s to 9s.

Starcraft 2 can't improve the core gameplay much, since it's already perfect. But Blizzard are definitely and vastly improving the single-player part with a unique "point and click adventure" approach, which is unexistant outside the adventure genre.

Here's SC2's features from the main site:

  • Fast-paced, hard-hitting, tightly balanced competitive real-time strategy gameplay that recaptures and improves on the magic of the original game
  • Three completely distinct races: Protoss, Terran, and Zerg
  • New units and gameplay mechanics further distinguish each race
  • Groundbreaking single-player campaign
  • Vibrant new 3D-graphics engine with support for dazzling visual effects and massive unit and army sizes
  • Full multiplayer support, with new competitive features and matchmaking utilities available through Battle.net
  • Full map-making and scripting tools to give players incredible freedom in customizing and personalizing their gameplay experience

Starcraft 2 = Evolution (if Blizzard pulls it, which I'm 99% certain they will)

The game probably won't come out this year sure, but if it did come, MGS4 nor GTAIV nor SSBB would stand a chance.

And your logic is faulty. It's all about how the game is delivered, and under what circumstances. Halo, Final Fantasy, GTA, Super Smash Bros, Metal Gear Solid are franchises that have barely innovated (or even evoluted) with almost every successive title, yet they get high marks. And average reviews don't tell the hole story, especially if we're talking hyped games (cough cough Oblivion cough)

As for SPORE, yes it could be reviewed anywhere like any other game, but the difference is Will Wright's genius. All the footages shown have impressed me so much that I, a Blizzard fan, am more excited for SPORE than SC2. And I'm not even a the sims fan.
