Sony will not make another handheld. Not only would it try to aim at an already evaporating market but they don't even have the money to develop a new thing. Vita is one of the failures they had over the years and a company on a loss streak will certainly not look to repeat failures. Not even Sony's smartphones sell well and they are miles more capable than any new handheld by them would be.

Valve making anything exclusive to steam machines will never happen. Valve is not a hardware manufacturer. They have absolutely no interest in selling it. It's just another means to make the already mighty monopoly that is steam even more dominant. They are aiming to sell software. Also they're trying to make money. Limiting your potential customers from 100 million to only a few 100k is nothing a sane person would do. And I'm sure the massive backlash from 100m of customers for this mistake will be great for them too.
