Yes, strange choice for a US-centric game, as I've come to know that Americans have their downloads limited. I can understand the problem this might cause.

But surely FIOS would downliad it faster, I have a mediocre internet at best, and 20GB is about 3 hours at most. The Evil Within was 38GB and it took me some 5-6 hours...

What's your speed? Mine is 20Mbps hasn't improved in 6 years, shit Time Warner unstable bs. I have to move to get FIOS. They monoply block lines in Brooklyn. Up is total horse shit 1Mbps. And that was upgraded from .8Mbps, in 6 years. and GTA IV on PC takes 9 hours to download. And that's 14GB.

Mine is 20Mbps as well. Either yours is not, or they are lying to you. 

With 20Mbps it takes me an hour to download approximately 9GB (depending on my other downloads running at the time). 

It never can stay at 20. I'll usually bottom off on 1MB/s with nothing else going on. When 20 should give you around 2.5MB/s. So GTA IV ends up taking 7-9 hours. And if my net doesn't like fail 6 times a day. My net was down for 11 hrs last week. It connected to TWC. But nothing actually worked. And it kept trying to redirect me to a upgrade modem page from TWC. I'm like are they trying to get me to replace my 6 year old modem? Had to wait it out till it stopped. That's how shit they are. Not to mention the whole black out TWC. No apology, no peep on wtf it happend. Just dead, wait 22hrs.
