Consoles aren't the only reason for that. Loads of people have mid-low end gaming spec'd PCs so if you develop with uber powerful PC specs in mind then you are cutting out a huge slice of the PC consumer base as well. For as long as consoles have more grunt than the minimum PC specs for the majority of multiplatform games the consoles are a visually acceptable option for multiplatform gaming.
