Most often, launch games also "max out" their consoles, while games later on look better, it's because they learn optimizations.

Yeah, this is why the term 'maxed out' is stupid.  Every game that's AAA, will 'max' out the hardware.  The difference between a game in the 1st year, and a game in the final year of a console is that optimization has increased the efficiency of the code dramatically beyond what the 1st year games looked like.
