You just need to compare hardware at the same time frame to see this, when the x360 and PS3 launched Only the highest of high end PC hardware could match them.
Its a completely different story this gen as we already have midware gaming PC's that can match and outperform the PS4 and X1, and now the is even rumors that devs are gimping PC releases just to keep them on par with the PS4 and X1 versions..

What does the relative power of the 8th gen consoles have to do with the topic? The issue here is this "anonymous dev" has made a statement that makes no sense. If the PS4 is seemingly maxed, why is the X1 performing at the same level?

It also wouldn't fit with what they demonstrated in their GDC presentation (you can read it here http://gdcvault.com/play/1020939/Efficient-Usage-of-Compute-Shaders). 

Ubisoft are obviously aware of the hardware difference, and even demonstrated that the gap grows quite significantly in certain situations (haraah for GPGPU), so this statement would be odd coming from them.

Conclusion? This "anonymous dev" is full of shit
