"Goldeneye, Banjo Ka-zooie and Perfect Dark all remain firm favourites of mine."

I'm just gonna go ahead and seriously doubt this statement.

OT: At this point I don't think recruiting newer personell alone will be enough to bring the company back to prominence. Killer Instinct for Xbox One (which was not even mainly developed by Rare), shows that their older IPs still have the potential to gain popularity even today, and even by people who didn't necessarily grow up with the franchise. The thing about Killer Instinct though is that it doesn't have nearly as much character as Banjo-Kazooie, Conker and, to a lesser extent, Jet Force Gemini. Removing the original creators from those titles would be akin to removing Seth McFarlane from Family Guy. Their particular British humour and the way it arose through close interactions between the employees is not possible in the company's current form. (Because as many do not know, tons of classic Rare jokes are actually references to events in the Rare studios.)

As for new IPs, there is always the chance for a new Wii Sports/Angry Bird/Minecraft craze. But to me it would be misleading to label that as a successful Rare title.
