When a second hand source uses the word "implied" regarding the true source, I immediately take it as gospel.
Besides, this doesn't really make any sense. How do they "pressure" someone like Ubisoft? Are they going to refuse to sell their games? While everyone else has games with 60fps options on PC?
It doesn't even matter. If Ubisoft does any of this, it's on their head. There is no deferring the blame due to "pressure".
Honestly, this really sounds like some developers from Ubisoft got put on the spot and decided to pass the buck, thinking that a talk at a college would never make it to the internet. It reminds me of how grownups will make something up when they get a question from kids they don't want to answer--"well, see, a stork delivers babies, now shut up and stop asking questions."
