CDs could be played on every CD consoles since the NEC PC engine CD back in 1989 in Japan (88 maybe...) so no, if you absolutely want a console with CD built-in, it would probably have to be the TurboDuo.

standard pc engine required the "briefcase" module to connect to cdrom, was actually released in 1987, Turbo Duo was 1992, both of which before the PS1, there was also MegaCD in 1991 and the NeoGeo CD in 1994, NEC PCFX in 1994, Phillips CDi in 1991 and Panasonic 3DO in 1993.

most of these could play audio CD's, the CDI could play vcd too (as could the ps1 with a third party I/O port module).

If people really want the cold hard facts, theres are the only innovations by the three manufacturers.

Nintendo:
Powerglove
Speaker in controller

Sony:
Cell
MagicGate
* AKM AK4309AVM 16-bit sigma-delta DAC

Microsoft:
-

* Only in first generation PlayStation 1 consoles, and only a small batch of those at that, this particular DAC was the most expensive component in the console (by a considerable amount)
