Microsoft is certainly sitting on a mountain of Rare IPs in various stages of decay, but I'm not sure if Battletoads is the most worthy of resurrection. Banjo and Perfect Dark, in my opinion Rare's finest original creations, deserve another shot first. The problem, as mentioned here and elsewhere for the past 10 years, is that Rare, having lost its talent and direction, is most likely incapable of making great games.
The idea of farming out those games to other studios is a good one. Perhaps in the future Rare will be redeployed to technology design, working on prototype engines and assisting in software development on specific projects, but leaving the bulk of game design to other studios.
