Depends of Portugal... if they are close to 100k right now then I think over 50k under.
That was the point of the 10 million discussion which ioi can't find where the numbers are coming and said it was accurate in EU... well it was innacurate in Gemarny by 50k, Spain 20-50k, etc... it is little for each country but when you add all the 100 counties you will see the under can be close to million.
