Probably because they didn't actually have the Xbox One to work with for 2 years like they do now. We've already seen how well a delayed Sony game does with Driveclub so I wouldn't put too much faith in The Order. PS4 owners say they don't need many exclusives this fall so why should Xbox One owners need that many in Q1? I know Fable Legends is one since the beta is this week but there's gonna be plenty of 3rd parties to play.
