It's usually given by a collection of critics among the gaming scene, gamespot happens to have two spots, as with IGN and Kotaku

No, i mean the overall GOTY count, not the crappy VGAs

Usually VGAs are the "big" GOTY awards... 

There will be a site or 2 that gives it GOTY... It really depends on their writers view on the game.
