Based on absolutely zero information on the game in development, I'll just disagree and say that the game by brand new inexperienced developers will just try to piggyback off the established IP's name, will be horribly made and will flame out in sales worse than Judgement. It will struggle to reach 900p and will suffer frequent frame rate drops, and the online component will be poorly balanced.
Again, I am basing this on absolutely zero information, the same amount of info that led the OP to say it will be amazing.
Of course, I might he completely wrong, and GoW4 may be a Windows Phone and Surface exclusive after the XBox division gets sold to a Chinese company in the fall of 2015.
