Not quite. The source below shows them as an affiliate, not a subsidiary. Meaning Nintendo own less than 50% of the company. I would assume GameFreak or Creatures inc therefore owns the rest (ie. >50%).

On their Wikipedia page it says itwas founded and branded The Pokemon Company by Nintendo in 1998. Usually I don't trust Wikipedia but a miss like that would be quickly spotted/corrected.

Anyway, Pokemon is the only franchise that could be bigger than GTA on consoles and it's being held back weird Japanese business practices.
