And making an engine that is limited by cpu and leaves unnused gpu power when cpu is weaker is strange or dumb.

CPU and GPU work together, and PS4 has 50% more CUs count than XOne, this means PS4 can do everything better : GPU's CUs can do also 'non Graphical tasks'=(AI/physics/collision system/animations,etc), helping a lot the CPU; Ubisoft simply lied. 

And, as a note, it looks like the PS4 CPU is also faster than XBone CPU in real game scenario :

It turns out that in a benchmark test for size allocation and compression, the PS4's CPU is faster than the Xbox One. 

Gaming Bolt rolled out the news a short while ago, noting that Allegorithmic's Substance Engine was the software core of the benchmark, allowing them to test the CPU processing and data management speeds and as the chart showcases below... the numbers don't lie. 

According to Gaming Bolt, the PS4's CPU can process or generate textures at 14 megabytes per second. The Xbox One's CPU can do 12 megabytes per second and, just for reference, the Intel i7 can do 26 megabytes per second.

I know all this. I was just giving them the benefit of doubt (and maybe after deskinectedcpus are closer in pratical usage). Just wanted to say even if everything is true then they are dumb for overloading the weak link and leaving stronger parts untouched, lazy bums. They just didn't bother making a better game.
