1328x1080 is 0.4% less than 1600x900, so it should look essentially identical to 900p, not better.
It will scale up to (full)1080p in a different manor, but people are about as likely to notice that difference as they are the 0.4% resolution discrepancy 
Really is an odd resolution though. I expect they went with it so they can market the collection as 1080p/60fps, with a small disclaimer at the bottom mentioning H2's custom resolution. Makes things easier.
Gran Turismo does something similar with its "1080p mode" (1280x1080 in GT5 and 1440x1080 in GT6). I'm hoping GT7 comes with a custom 1440p mode, purely for my own amusement :D
