"Hack-and-slash"? I played both games the exact same way, as a tactical game, by pausing and switching characters continuously. I suppose you could play DA2 as a hack-and-slash game but I didn't want to, so I didn't. In terms of pure combat, DA2 was much improved over DA:O.
The main differences are on the RPG side and the fact that they were rushed and reused environments to death. Variety is seriously lacking.
For anyone who liked the combat of DA:O I very much recommend DA2. Just know that you're going to need to start on a hard difficulty. Normal is for people who haven't played a DA type game.
I also liked the story in DA2 much more, though that's relative.
