I'd be surprised if the PC reqs were anything decent. Hell, I ran WDs with a 2009 laptop CPU, granted my integrated gpu choked on the graphics but if CPU is really a bottleneck then Ubisoft is being deliberatly incompetent.

If the GPUs have to step in and cover for the CPU, wouldn't that incur a GPU performance hit though?

PS4 with its async compute was engineered so that additional compute load on GPU does not impact too much graphic tasks. Look up that old Cerny's interview on Gamasutra for more thorough explanation....also Sucker Punch tech breakdown of inFamous SS.
Anyway, doesn't really matter, since higher resolution needs more GPU resources, not CPU...and thats's what PS4 has over XOne...basically Ubi guy was full of shit.
