The bolded part already exists, it's called inflation.

Also why do you want people to be punished for saving money? Jesus Christ, maybe we'd have a better world if people actually did live within their means and had savings...then not everyone would have thousands in credit card debt because they had to have that 50 inch TV and newest iPhone...and people would have a few months salary saved up in case they lose their job, and we wouldn't need welfare. 

It's not about the normal man and women's savings I'm talking about. I'm talking about really big private capitals, running in the millions, passed to the next family member who can live from the money alone. A tax on LARGE passive capital.
