That GPU outperforms the PS4.

Actually it performs the same.  That GPU is the 7850 overclocked.  1.843 TFLOPS, which is coincidentally the same as the PS4. 

And you still need an OS.  

It has only 2GB of Vram, therefore texture quality will suffer compared to PS4 which has access to significantly more.
