That's a better way to put it but the strategy behind selling low margin parts is that you expect to make money off by selling at high volumes to net a moderate gain in profit.
So it's not that AMD doesn't make much money off of the chips that they sell to their customers such as Sony, Microsoft, as well as Nintendo, but rather AMD's other issues such as selling desktop CPU/APUs at a loss that keeps them from being profitable ...
