Looks like it. They're basically saying they pushed the XB1 version to the highest quality they could in terms of framerate en resolution, and then decided to just use those for the PS4 version. This seems like a case of the XB1 holding back the PS4.

I'm starting to think that maybe there's something to the MS paying out third party devs at this poitns. Seemed like a stupid conspiracy but seriously, this is ridiculous. 

MS has marketing exclusiviti for ACU so... I think that is very  realted.
