While this is true, the fact that they had to scale back the settings beyond just resolution to hit 900p is telling.

It's possible that in order to run the same settings it would have been 720p or 792p vs. 1080p. No bueno. And we have no idea how much spare power is available beyond the 30fps lock on PS4. But to be fair, considering that vegetation and something else on PS4 is further turned down from PC 'ultra' also presumably means that the PS4 didn't have enough left in the tank to hit 60fps. Maybe they saw 40-50 and were like '30 lock it is'.
