That's just pedantic. If they had to allocate Kinect resourses then clearly they had Kinect features they were going to use but now they're not.

Edit: OK, I'll concede that there IS a scenario in which the Kinect resources were not available even if they never included Kinect features. I could be wrong then. MS will not want developers to tell people about Kinect features and then have to advise them to remove those features for performance. It sounds much better just to say you are 'allocating resources'. But the fact MS won't want this to happen means Kinect won't get promoted and therefore becomes redundant.
