The PS Plus edition has very low amount of content so anyone who really likes the game and wants more content will have to purchase it. You can't be satisfied with just 10 cars and 11 tracks in a racing game if you like it.

People can be satisfied walking into a grocery store and sampling something on a cracker. Majority will like it and they move on, not buy more. Free is satisfying enough.
