In Mother Russia, The XBox One doesn't launch there. It launches the XBOX ONE!
Sry I couldn't resist. 
On topic, 15k preorders is alright but I would expect a little more considering Russia is a PC gaming country. I thought the PC/Microsoft influence would translate to more preorders.
Then again, lets see how the system sells...
