it's 7 for PS3, because the PS3 uses bluetooth, which supports 8 devices with the PS3 being one of them
for the PS4 they cut the controller support to 4 (still 8 separate bluetooth devices, including PS4)
Xbox One afaik uses it's own proprietary protocol
