Most reviews were average. And some people claimed this game would be a COD and Halo killer, and it clearly isn't. 

That is those people's own fault for expecting that.

Why would Activision want to make a CoD Killer?

Well there's no point in denying the fact that COD is dying slowly. Activision doesn't want to kill COD but they do want the most popular FPS franchise.
