Is Nintendo waiting for Monster Hunter to release the New 3DS in NA/EU?

EU/Na just have different marketing plans.

NoAustralia is getting it this year, without MH4. They just want to release it early it seems rather than waiting for the next holiday 2015 (where it would be most effective) or middle of next year, which will still have a great debut.
