Hows this for a theory.
EMPs in the game drains energy, which, since ghosts rely on energy for their cloaking, unmasks ghosts.
Now, Wright got a "not using cloaking" on padib because padib truly, is not a cloaking unit. He's not the ghost.
Padib however, has energy, which was drained or maybe not, so he felt the emp shockwave.
Since trucks doesn't have energy, he did not feel it.
What this would mean is that wright is not the nuke, and his detect is actually from an emp shockwave, and padib is not a nuke because he's not the ghost.
