What he means that a "flow" of actions can be triggered by one button. Example: by pressing and holding square button, a series of 3 to 4 attacks happens, by the end of the "flow" you press and hold another button for continuous action.

One thing for sure, Tabata is terrible at PR. He somehow managed to turn TGS hype into doubt in a single day. Really bad advertising.

Believe me, it is. Re-read the two interviews and then re-watch the gameplay footage and focus on the flow of action. It is clearly the way it's going to work.
