The team does not infer with the FFXIII team so the only game that can have caused a shift of staff is FFXIV:ARR. Regardless, we dont know and regardless there has always been a core team working in the game. Its also not out of the ordinary to think think these people had their work halted waiting for another portion of the project to complete so they can advance. Actually its obvious that that is what must have happened.
What we do know is that this game has been indevelopment for more than 6 years and its 50% complete.

We do know that the game was announced a long time ago. That its production halted to a crawl because of other games, and because of the hardware's limitations. We also know that they weren't paid to do almost nothing. Try again.
