Nah, I actually thought item balance was a HUGE improvement over Mario Kart Wii... I actually put MKWii down after a month and never played it again after feeling like slamming my controls down from all the rages I had with going from 1st to 12th place. MKWii deserved a -3.5 out of 10 for item balance. 
You see people get first more consistantly in MK8, not A LOT, but significantly more. MK8 gets a 5.0 out of 10 in item balance 
Funny thing is I initially started my Review by trashing MKWii by making fun of it's item balance but then I took it off because it wasn't relevent to MK8...
