I read about it. It's really fascinating as Italians seem to have a proper sense of their local area. Apparently each region and even town has different ways of saying things and slightly different customs to each other and that leads to rivalries. And some of the regions were actually fine as little countries. Veneto had a very strong history at least until Napoleon invaded. 

I still have no idea how they got over the issue of annexing the papal states

But yeah i agree with what you are saying based on what i know. The regions are too different and the north probably has too much influence in Italian politics to this day. Although the Lega Nord seems to disagree. It's weird though as in other countries a nation sometimes hates foreigners but in Italy the regions seem to hate each other, especially north vs south.
