On Tomb Raider fiasco reveal... he said that when MS buy exclusive rights they don't buy the IP (or else they would say they bought it) so after the deal lenght is over the dev can decide what to do with the IP.
And if it was impossible to bring to PS4 because of that, the dev could just answer "It is console exclusive to X1".
