Anyone pinning this on piracy is completely mistaken. Do you really think that Chinese pirates wait for their regional release? That this will now greatly hinder the pirates?
All pirated games can be easily bought and pirated in EU, US or Japan, and sold in China along with region-free consoles.
This is purely MS finding a fertile soil for their pre-180 policies. There will be no retailer backlash because there is no 2nd hand market, and the customers are not used to complaining.
