Region block on the console because of the bans make sense.

The games also being region coded since they are cheaper and if exported could damage profit in other places also make sense...

The one activation thing tough have no correlation with the ban or even piracy, just a way to sell cheaper and have good revenue and since it is 33% discounted most people probably won't complain... but it could be missused if got out of there.
