could be. but they been working on it for 3+ years now. 

I would have said 2015 if they had announced it at gamescom or the pre-TGS show.

I do expect Sony Santa Monica to announce a game at VGA/VGX and release it sometime around winter next year.

We can't be sure, sony have been keeping things pretty close to their chest after the initial PS4 reveal unlike MS who have probably revealed half of their 2016 line up already. The only 2015 Q3/4 title we have coming from their main studios is Uncharted 4.
