Seriously San Andreas was the best, its not even a choice in my mind. Samuel L Jackson doing the voice for the antagonist...are you kidding? Thats money in the bank. Best engine (until GTA IV), possibly still the best story, and it was incredibly fun from the first mission until the last (and even after that =p).
I think I've played through this game at least 3 times, like thorugh "get everything, do everything" type play throughs. Its never any less fun =P
