When you say Mobile and Xb1 exclusive you do you mean Win 8 mobile exclusive? MS is a hell of a lot more interested in pushing mobile so why would they do this? MC is not big enough to sway enough people to buy into the Windows 8 mobile ecosystem... they would risk killing the IP and never making the money back on the investment.
Now if you ment all of mobile, then why would MS allow Apple and Google the opportunity to get Minecraft 2, keep in mind it's a market MS WANTS and Google and Apple are the key competition and then not allow sony to get Minecraft 2 in a market MS does not see as vitial and not part of the core.
The Xbox division as far as I know will not be running this IP, MS would be tossing away countless $$$'s if they abandoned key install bases. I say they use Mincecraft to drive mobile.. this deal has little to do with pushing consoles as it's trying to grow mobile... there is a bigger picture here and having this game on every and all available platforms is key.
