God Of War III had more polygons I believe, if you count characters and environment.

Probably, although GoW3 wasn't 60fps. (And was a much bigger budget production with much more focus on graphics)

Yeah obviously. I mean just look at the epic scale of combat in GOW III. I doubt even the PS4 could run it at 1080p 60fps.

GOWIII wouldn't actually be that hard to run (i believe it average about 40/45fps on the PS3 during standard play). It and Bayonetta's scale is, for the lack of a better word, artificial.

Making games for static hardware is all about finding ways to cheat A game that isn't hiding behind smoke and mirrors is a badly deigned one.

What does that even mean? If you're saying it because it does not have tons of huge spaces to explore, then you're wrong, as massive enemies probably give a more epic sense of scale than say, a huge open-world like in GTA V.

As for framerate some scenes in GOW III run at 60fps, but the heavier ones (with those massive enemies I was talking about) run at 30fps. I didn't know it before, so I guess PS4 can handle it at 1080p 60fps.

Santa Monica Studio really are technical wizards!
