It's likely a small % pirated the last gen versions on consoles. Anyone who updated past 3.34 on PS3 would have had a hard time with a pirated copy. Also, on X360 if you have a pirated copy you'll likely have your console banned from Live if you go online. Considering one of the major draws of GTA V is the online portion it's likely the majority of Xbox users want to play with their friends online so they would have purchased it legit.

In any case, the buyers aren't getting the blame. People can purchase a legit PC copy of the game 60 days after the console release. The same way Xbox fans can buy the Destiny content afterwards or Playstations fans can buy CoD content afterwards. That's the industry we have today. For the portion of the PC Master Race that don't like it, might as well write Lizard Squad on your forehead and call it a day..
