No, but he wants them to be the ones to make it (Namco owns the Xenosaga IP, they can do whatever they want with it). If that comes to be the case, then Nintendo would be in control and the game would probably end up exclusive... and the internet would explode.
Honestly, Nintendo has everything to gain in putting some money down on an HD re-release of these games, especially with the budding popularity of Xenoblade.
