Sony publishes Destiny in Japan and will probably do the same with Arkham Knight.
It seems pretty clear to me that part of the agreement Sony has with Activision and WB include publishing the game in Japan themselves, maybe because Sony wants it that way but most probably because the publishers don't deem it worth it doing it themselves for such a small market and are comfortable with Sony handling things.
Since Sony publishes, it follows that the games stay exclusive to PS platforms.
