Puhlease, I live in the Bay Area (CA) and this stuff happens all the time. Happened to my friend when we were walking in SF and a group of black guys started hurling racial insults at him just because he was walking with a white guy (me).

I live in a city with an African-American majority, so I only speak with what I've seen and what I know. I don't try to make too broad of claims.

I get it, I also live in a neighborhood that is mostly blacks and hispanics.  Rarely do I see white people around my neighborhood.
