This just means you will have to pay for him later. If there were no pre-order bonus, EVERYONE would have to pay for him later.  Now, only those who don't pre-order will.

Well, that's a different issue alltogether. Because you KNOW they have Goro pegged as a DLC character. And that probably wouldn't have changed.  At least this way, I will personally be getting him for free. Places like Amazon let you pre-order without paying up front. Seems like a no brainer to me.
